Who this is

Paul Jones is the name on the LuckyLurker author page and on the bitcointalk account that announced the Vaults. The page says he started playing online slots in 2014, has tested hundreds of casinos, and has no formal credentials. LuckyLurker is a casino affiliate site. The Vaults are how it gets you to read the reviews: four of the first Vault's twelve hints send you to other articles on the same domain.

That's not a complaint. It's the context the puzzle makes most sense in, and it's why the second Vault has 1 BTC on it while the first had 0.8 mBTC.
