A hard name from 2012
Block 16 went up a minute after block 15, on May 24, 2019. Block 15 was a lottery. This one is meant to be harder, and it is.
The question: Difficult name found in 2012. The format is [solution] TOMI [TOMI]. The capitalization "will be obvious if you find the correct method", and the TOMI field is "a string of 9 random characters". Digits bbc, and later, by popular demand, 3 for the solution alone.
Then came hint 1, a bit early: "9 random characters TOMI field and 9 characters name."

Found? Yes, as in found by a vanity address generator. In 2012 someone found 1ELiZABETHdzGTuQeg2RnCcWBMVo3ySfTz, a record nine characters long. The name is ELiZABETH, odd lower case i included. The nine random characters after it are the TOMI field.
So the string is ELiZABETH TOMI dzGTuQeg2. The claim confirmed at 07:23:02 UTC on May 25, and u/puzzleponky posted the answer five minutes later, with the Bitcointalk post where they found the address. They liked it. "A perfect question for the solution."

The best miss belongs to u/mooncritic. Trendon Shavers TOMI Pirate@40 hashes to 6bbcc010…. The target starts with bbc. One character off at the front. Painful.
The post never got an update with the answer. The author moved on, and the comment plus the claim's public key do the job.
