Write the alphabet in two rows, A to M on top and the rest folded back underneath. That's an Atbash foldover. Look straight down and you get pairs like BY. The author looked one place to the right instead and found EU IQ KO. With AY from the question, the block uses every vowel. And IQ fits a riddle.
